Residential GEFF Moldova supports investment in energy-efficient homes and residential buildings. The programme combines accessible finance with specialist technical assistance and grants paid after the investment has been implemented and verified. Depending on the beneficiary and the chosen solutions, the grant may cover up to 35% of eligible costs.
The programme is designed for individuals, homeowners’ associations, service providers, construction companies, property developers, and suppliers and manufacturers of green technologies. Its purpose is to reduce energy use and utility bills, improve everyday comfort, and enhance the long-term value of residential property.
Up to EUR 40 million is available through the programme for energy-efficiency and renewable-energy solutions. Residential GEFF Moldova was developed by EBRD and is supported by the European Union and Norway through HIPCA.
Each investment is assessed against the programme criteria, and the grant amount depends on the beneficiary category and the technologies implemented. The grant is not paid in advance: it is disbursed only after the investment has been completed and verified.
Owners of houses and apartments can finance improvements such as thermal insulation, high-performance windows and doors, efficient heating systems, heat pumps, solar thermal installations, and photovoltaic systems.
For eligible solutions selected through the Green Technology Selector and verified under the programme rules, the grant may reach 22.5% of eligible costs.
Homeowners’ associations, service providers, and groups of individuals can implement measures to improve the energy performance of multi-apartment buildings.
Eligible investments include technologies listed in the Green Technology Selector and more complex projects that demonstrate energy savings of at least 30%. For solutions selected through the technology catalogue, the grant may reach 22.5% of eligible costs.
Companies may access working capital to expand the marketing, installation, or manufacture of products and technologies approved under the programme. The grant may reach 15%, depending on project performance and the technologies implemented, after verification of the investment.
Businesses in the green-technology supply chain may use the financing for working capital and business expansion. This category does not receive a direct grant. Listing products in the Green Technology Selector can nevertheless provide greater visibility, promotion, and market access.
Individuals may access up to EUR 100,000 for eligible improvements to their homes.
Homeowners’ associations and service providers may access up to EUR 1,000,000 for the modernisation of residential buildings.
Construction companies, property developers, manufacturers, and suppliers may access up to EUR 2,500,000, depending on the nature of the project and the financial assessment.
