Residential GEFF Moldova supports investment in energy-efficient homes and residential buildings. The programme combines accessible finance with specialist technical assistance and grants paid after the investment has been implemented and verified. Depending on the beneficiary and the chosen solutions, the grant may cover up to 35% of eligible costs.

The programme is designed for individuals, homeowners’ associations, service providers, construction companies, property developers, and suppliers and manufacturers of green technologies. Its purpose is to reduce energy use and utility bills, improve everyday comfort, and enhance the long-term value of residential property.

Residential GEFF Moldova at a glance

Up to EUR 40 million is available through the programme for energy-efficiency and renewable-energy solutions. Residential GEFF Moldova was developed by EBRD and is supported by the European Union and Norway through HIPCA.

Each investment is assessed against the programme criteria, and the grant amount depends on the beneficiary category and the technologies implemented. The grant is not paid in advance: it is disbursed only after the investment has been completed and verified.

Programme benefits

  • lower energy bills and higher property value;
  • access to grants for eligible investments;
  • improved indoor comfort and air quality;
  • lower resource consumption and reduced environmental impact;
  • technical guidance for selecting and verifying the solution.

Who can apply

Individuals

Owners of houses and apartments can finance improvements such as thermal insulation, high-performance windows and doors, efficient heating systems, heat pumps, solar thermal installations, and photovoltaic systems.

For eligible solutions selected through the Green Technology Selector and verified under the programme rules, the grant may reach 22.5% of eligible costs.

Multi-apartment residential buildings

Homeowners’ associations, service providers, and groups of individuals can implement measures to improve the energy performance of multi-apartment buildings.

Eligible investments include technologies listed in the Green Technology Selector and more complex projects that demonstrate energy savings of at least 30%. For solutions selected through the technology catalogue, the grant may reach 22.5% of eligible costs.

Construction companies and property developers

Companies may access working capital to expand the marketing, installation, or manufacture of products and technologies approved under the programme. The grant may reach 15%, depending on project performance and the technologies implemented, after verification of the investment.

Suppliers, manufacturers, and service providers

Businesses in the green-technology supply chain may use the financing for working capital and business expansion. This category does not receive a direct grant. Listing products in the Green Technology Selector can nevertheless provide greater visibility, promotion, and market access.

Maximum financing amounts

Individuals may access up to EUR 100,000 for eligible improvements to their homes.

Homeowners’ associations and service providers may access up to EUR 1,000,000 for the modernisation of residential buildings.

Construction companies, property developers, manufacturers, and suppliers may access up to EUR 2,500,000, depending on the nature of the project and the financial assessment.

Which solutions may be eligible

The Green Technology Selector includes high-performance products and equipment verified against the programme requirements:

  • thermal insulation for walls, roofs, and floors;
  • high-energy-performance windows and doors;
  • heat pumps;
  • photovoltaic systems and lithium-ion energy storage;
  • solar thermal collectors;
  • efficient biomass boilers and heating-system upgrades;
  • efficient cooling and air-conditioning equipment;
  • LED lighting;
  • electric-vehicle charging stations.

Before making a purchase, check the exact configuration and equipment in the Green Technology Selector. A general technology category does not automatically guarantee that every product or cost is eligible.

How the programme works

  1. Choose an eligible solution. Identify the appropriate investment and check the technologies in the Green Technology Selector.
  2. Apply for financing. Present the project to a financial institution participating in the programme.
  3. Obtain eligibility confirmation. The project is assessed against GEFF criteria; catalogue-listed products may follow a simplified review for individuals.
  4. Complete the investment. Purchase and install the eligible products in line with the approved project.
  5. Receive the grant after verification. The documents and investment are checked, and the grant is paid if all programme criteria have been met.

Confirm the applicable conditions and eligibility before placing an order. Up-to-date programme information is available on the official GEFF Moldova website.

Megawatt supports the technical side of your project

Megawatt analyses your electricity use, sizes the photovoltaic system, checks the installation site, and prepares a clear technical and commercial proposal. This gives you a concrete, well-supported solution that is easy to assess under the programme.

The first step is simple: request a photovoltaic proposal, then confirm the project’s eligibility and applicable conditions directly with the programme representatives. Criteria may change, and final eligibility is established only after the investment has been assessed.
