In the Republic of Moldova, the programme is available through MAIB and OTP Bank. What is GEFF Moldova?

GEFF is the Green Economy Financing Facility developed by the European Bank for Reconstruction and Development. Residential GEFF Moldova is supported by the European Union and Norway through HIPCA and is intended to make investments that reduce energy use, maintenance costs and emissions more accessible.

The general GEFF eligibility criteria provide two main routes:

  • high-performing technologies that have been pre-approved and included in the Green Technology Selector;
  • more complex projects that receive a positive assessment from the facility's technical consultant.

Photovoltaic systems and batteries are among the green technology categories promoted by the programme. Final eligibility must nevertheless be confirmed before purchase for the exact equipment, costs, applicant and project concerned.

Who can apply and what are the indicative limits?

Current programme documents divide beneficiaries into four main categories.

Individual homeowners

Homeowners may finance energy upgrades to a house or apartment, including a photovoltaic system. The published limit is up to EUR 100,000 per borrower, and the grant may reach 22.5% of verified eligible costs.

Homeowners’ associations and service providers

Associations, groups of individuals and service providers may finance building-level energy renovation of an existing residential property. The published limit is up to EUR 1,000,000 per borrower, with a possible 30-35% grant depending on the solution installed.

Construction companies and developers

For new residential buildings with high energy performance, the published limit reaches EUR 2,500,000 per borrower. The grant may be 10% or 15%, depending on the eligible measures and whether a renewable-energy technology is included.

Vendors, manufacturers and installers

Companies in the eligible-technology supply chain may request up to EUR 2,500,000 per borrower in working capital to produce, supply or install GEFF solutions. This category does not receive a direct grant.

OTP Bank: two financing routes

For individuals, OTP Bank offers secured and unsecured loans for energy upgrades to a home. The residential offer published by GEFF explicitly mentions photovoltaic panels, batteries and electric-vehicle chargers alongside insulation, heat pumps and other eligible technologies.

For residential-sector projects managed by legal entities, the OTP Bank page dedicated to the GEFF programme presents incentives of up to 35% for homeowners' associations and service providers, and up to 15% for construction companies and developers.

MAIB: finance for residential projects and the green-technology supply chain

The Residential GEFF Moldova programme presented by MAIB may finance up to 100% of eligible project costs or the eligible component, in Moldovan lei or euros.

The bank lists homeowners' associations, service providers, construction companies, developers, vendors and manufacturers of eligible technologies. The published grant reaches:

  • 30% for renovation of a building using one eligible technology category;
  • 35% for several technology categories or an eligible renewable-energy solution;
  • 10% for a new residential construction project that includes eligible energy-efficiency measures;
  • 15% when the new residential project also includes at least one eligible renewable-energy technology.

Working-capital finance for vendors, manufacturers and service providers does not receive a direct grant. Subject to bank approval, it may cover stock, raw materials, logistics, supply or installation of eligible products.

Businesses can find a suitable route too

The general GEFF eligibility framework includes private companies and other legal entities, while the products reviewed here create opportunities for residential buildings, developers and businesses in the green-technology supply chain.

If the system will power a factory, warehouse, shop or office, it is worth presenting the project to the bank. MAIB or OTP Bank can confirm whether it fits the current GEFF window or recommend another green-finance facility. Either way, you begin the conversation from a strong position when you have a clear technical quotation and a well-understood consumption profile.

A clear route to receiving the grant

The grant is paid after the investment has been implemented and verified. The steps are predictable and help keep the project properly documented from the outset:

  1. the applicant and project are assigned to an eligible category;
  2. the technology is checked in the Green Technology Selector or the project is assessed by the GEFF consultant;
  3. the bank assesses and approves the loan;
  4. the investment is implemented in line with the approved project;
  5. the beneficiary submits invoices, payment evidence and technical documents;
  6. the consultant verifies the documents and, where required, inspects the installation;
  7. the grant is paid only after correct implementation has been confirmed.

For the MAIB product, the grant is calculated from the lower of the disbursed loan amount and the verified eligible project cost. The same costs cannot receive another grant from a different source.

Preparing a photovoltaic project for the bank

A strong application starts with a realistic technical project, not with the maximum amount that might be borrowed.

  1. Analyse consumption. Bills and the load profile indicate how much photovoltaic capacity can be used efficiently.
  2. Assess the site. The roof, shade, structure, cable routes and grid-connection conditions influence the solution.
  3. Request a detailed quotation. Equipment, works, protection devices, monitoring and warranties should be clearly described.
  4. Confirm eligibility before ordering. Give the bank and GEFF consultant the exact configuration, not merely the words “solar panels”.
  5. Clarify the grant percentage. Ask which category applies, which costs are accepted and when implementation may begin.
  6. Keep the project documents. The agreement, invoices, payments, datasheets, acceptance documents and photographs may be required for verification.
